(1) Add Roles and Features and in the features section you'll find tools
(2) don't tick the box select Active Directory Certificate Services Next
(3) You can see Windows Server Backup

Windows Server 2012 - Windows Server Backup not showing

Please follow this step :
Go to
(1) Add Roles and Features and in the features section you'll find tools
(2) don't tick the box select Active Directory Certificate Services Next
(3) You can see Windows Server Backup
Install all of them and you should be good to go. Have a nice day
